Summary

In July 2025, the Heritage Foundation’s Oversight Project submitted public records requests to the University of North Carolina at Chapel Hill seeking information about a series of courses related to LGBTQ+ topics, race, gender, and diversity. The requests asked for course syllabi, instructor communications, and related materials for classes such as Gender and Sexuality in Islam, Transnational Black Feminist Thought and Practice, Islam and Sexual Diversity, Race and Gender in the Atlantic World, and Diversity and Inclusion at Work.

The Oversight Project, a project of the Heritage Foundation—a conservative think tank focused on influencing public policy—stated that the requests were necessary to investigate “inconsistencies between internal practices and public representations” and called the materials “matters of national interest.” The group cited Executive Orders 14151 and 14173, signed by former President Donald Trump, which condition federal funding on the exclusion of diversity, equity, and inclusion (DEI) content.

The Heritage Foundation focused on whether public universities are in compliance with federal directives regarding DEI-related curricula and programming.
