Summary
On April 22, 2026, Stanford’s Undergraduate Senate (UGS) passed two resolutions addressing campus free speech and protections for students regardless of immigration status. The Joint Resolution to Advance Free Speech Reform called for reducing administrative barriers to student expression, simplifying event approval procedures, protecting spontaneous expression, ensuring viewpoint neutral enforcement of speech policies, reducing financial barriers for expressive activities, and creating a centralized guide to campus free speech rules. The Joint Resolution to Center the Dignity of All Students called for additional support for undocumented students, DACA recipients, international students, and students from mixed status families, including emergency financial assistance, legal resources, and limits on the collection and disclosure of immigration status information.
On the following day, Stanford’s Graduate Student Council (GSC) approved the same two resolutions, making them Associated Students of Stanford University (ASSU) policy positions. The free speech resolution passed 11 to 1, with two abstentions, while the student dignity resolution passed 12 to 0, with one abstention. During discussion, council members considered how Stanford’s policies could better facilitate student expression and protest activities. The resolutions are not binding on the University but were developed in coordination with Stanford administrators.
