Summary

On August 1, 2024, Harvard University formally implemented updated Campus Use Rules. The rules required individuals and organizations to submit requests in advance for the use of both indoor and outdoor spaces. Unauthorized camping, chalking, amplified sound, exhibits, and other expressive activities were prohibited without written approval. The rules also required Harvard identification at the request of University officials and applied to exhibits, noise, and sponsorship of events. Violations could result in financial responsibility or disciplinary action. The document consolidated existing regulations and clarified expectations for the use of shared campus spaces.

Earlier in the year, beginning April 24, 2024, the pro‑Palestinian group Harvard Out of Occupied Palestine established an encampment that lasted twenty days. The group set up tents, sleeping bags, and signage to protest the suspension of the Harvard Undergraduate Palestine Solidarity Committee and to demand University divestment from companies connected to Israel. The occupation drew attention to the use of University spaces for prolonged demonstrations. The encampment ended on May 14, 2024, after organizers negotiated with University leadership, dismantled tents, and vacated the area. The University began reinstating students from involuntary leaves of absence and expedited administrative cases for participants.

Some faculty members protested the new rules, writing messages in chalk to question limits on expression and criticize the adoption of the policies. Interim guidance was later issued to allow certain chalking under specific conditions.

In late October 2024, pro‑Palestine activists held silent “study‑in” demonstrations in libraries, and participants received temporary suspensions from library access under the rule prohibiting protests in library spaces. On October 24, 2025, faculty and other organizers at a union rally were confronted by University officials for using a megaphone without approval and were asked to present Harvard IDs in accordance with the rules restricting amplified sound and requiring identification. Discipline in response to both actions cited the Campus Use Rules.
