Summary

On July 23, 2025, the U.S. State Department announced it had launched an investigation into Harvard University’s compliance with federal regulations governing the Exchange Visitor Program (EVP), which oversees J-1 visas for international students and scholars. The inquiry will examine whether Harvard and other program sponsors are “properly managing” their exchange visitor programs in accordance with federal laws and regulations.

Secretary of State Marco Rubio stressed that sponsors must “fully comply with the terms and conditions” of the EVP and warned that failure to do so could result in the termination of an institution’s ability to sponsor exchange visitors. Rubio described the investigation as part of ongoing efforts to “protect the integrity” of U.S. visa programs.

Harvard said it was cooperating fully with the investigation and described it as “routine.” The university expressed confidence that it would “resolve any issues” swiftly. The State Department’s move follows a series of actions by the Trump administration targeting Harvard’s international student programs, including earlier visa cancellations and threats to withdraw federal funding.

Harvard continued to face political pressure into 2026, including the Defense Department ending certain graduate-level military programs at the Kennedy School and ongoing uncertainty over potential financial settlements or investigations from the administration.
