Summary

On August 12, 2025, the U.S. Department of Justice, under the Trump administration, issued a notice of findings concluding that George Washington University had acted with deliberate indifference to antisemitic harassment on campus in the period following Hamas’ October 7, 2023 attack, in which militants launched rockets and infiltrated communities in southern Israel, killing and abducting civilians and soldiers. The attack triggered a broader Israeli military campaign which caused significant civilian casualties and extensive destruction in Gaza. The DOJ reported that the university had repeatedly failed to respond to reports of antisemitic graffiti, harassment at student events, and targeted online threats, creating a hostile environment for Jewish, American Israeli, and Israeli students and faculty. The department warned that it could pursue enforcement measures, including potential punitive action, unless the university implemented corrective steps. This action was part of a broader Trump administration effort scrutinizing multiple universities for inadequate responses to antisemitism, which drew criticism from Jewish and civil liberties groups who argued that federal enforcement risked overreach, could mislabel legitimate pro-palestinian activism as antisemitism, and might undermine free speech and due process.

Earlier in 2025, a federal lawsuit, Soffer, et al. v. George Washington University, was filed by a small group of students and alumni who alleged that the university had allowed pervasive antisemitism on campus to go unaddressed, highlighting concerns about campus climate for Jewish and Israeli students. GWU disputed the allegations in the lawsuit.

In response to the DOJ notice and broader scrutiny, GWU issued statements acknowledging the federal findings while emphasizing steps it had taken to address discrimination and maintain an inclusive campus environment. The university highlighted specific measures, including enforcement actions against students involved in harassment, coordination with local authorities to manage protests and encampments, expanded reporting mechanisms for discrimination complaints, and the establishment of resources such as the Office of Access and Opportunity to investigate and resolve incidents. GWU also reiterated its commitment to fostering open debate and ensuring that policies are applied consistently across all student groups. As of August 18, 2025, the lawsuit remained active, with plaintiffs granted an extension to respond.

In February 2026, two current students and an alum testified before the U.S. Commission on Civil Rights regarding ongoing antisemitism on campus. They described repeated harassment, including antisemitic slurs and intimidation at student events, and criticized the university’s handling of pro-palestinian demonstrations, saying that some students felt unsafe expressing their Jewish identity. They called for clearer policies and stronger enforcement by GWU leadership.
