Summary
On January 30, 2026, Bowdoin College updated its speech and expression policies, including rules for campus demonstrations, postering, and the use of public spaces. The changes were based on recommendations from the Committee on Postering, Building Use, and Demonstrations, which was formed following a series of campus events in 2025, including a pro-Palestinian encampment that occupied a central campus space for several days. The policy outlined that protests and demonstrations must not obstruct access, interfere with college operations, violate law or safety regulations, or infringe on others’ rights. It also clarified procedures for poster distribution, event planning, and the responsibilities of organizers.
Students, faculty, and staff provided feedback on the updated policies, expressing concerns that some language could hold organizers accountable for the actions of non-college participants and that new registration requirements for faculty and staff groups were overly broad. Organizers were advised to consult with the College before events, and guidance on inviting external guests was revised. Restrictions on projecting messages were moved to a separate publicity policy. Faculty and staff registration requirements were clarified, limiting registration to groups seeking access to college benefits. The committee stated it would continue reviewing the policies through the end of the 2025–26 academic year.
